Fractional PMO: six conditions for it to work

When a fractional PMO fails, it is rarely because of the leader you hired. It fails because of what nobody agreed on before day one.

A fractional PMO, meaning part-time PMO leadership, can change how an organization makes decisions. It can also end up as an expensive reporting service. What separates one outcome from the other is defined before you start, in six conditions.

  1. A written mandate

    What the PMO decides, what it recommends and what it does not touch, on paper and endorsed by the committee. Without a mandate, the fractional leader ends up building slide decks.

    If it is missing: the PMO becomes a reporting function with no ability to influence.

  2. A seat at the committee

    The PMO reports to whoever makes the decisions. Its value lies in speeding up decisions, not in reporting on them afterwards.

    If it is missing: every recommendation reaches the decision table late and watered down.

  3. Few routines, well kept

    One portfolio meeting, a one-page executive report and a clear escalation path. More routines do not mean more control.

    If it is missing: meetings multiply and no decision gets made any faster.

  4. An internal counterpart

    Someone on the team who keeps the data current between sessions and ensures continuity.

    If it is missing: every session starts by rebuilding the state of the portfolio.

  5. Knowledge transfer from month one

    Templates, criteria and routines are documented and in your people’s hands from the start, not at the end of the engagement.

    If it is missing: when the engagement ends, the PMO leaves with it.

  6. Exit metrics

    From the outset, everyone agrees on how success will be measured and when the level of dedication will drop.

    If it is missing: nobody can say whether the investment was worth it.

Checklist

Before hiring a fractional PMO, check how many of these conditions you already have. If two or more are missing, you do not need a fractional PMO yet: you need that conversation first, with the committee at the table and the mandate in writing.
